This dissertation proposes technical to address the problem of developing a dispatching management information system based on integrated platform with dynamic modeling ability. In this paper a business platform Service-Oriented Architecture with performances of modern driven, multi-layer distributed, Expandable, and object oriented. The core functional services are also been presented.In this paper, the current situation and problems of DMIS system and necessity of building a business platform is analyzed in the beginning, then the idea of design the integrated platform using "business software platform" principle and modern driven method are proposed. This solution use assembly design method and support both.Net and Java technical route, and support the SOA system design.In the core technical design of SOA based business platform, the interaction of different types of relational databases, such as Oracle、DB2 and Sql Server, is realized by using common DB Access Components in the Data Layer. The business applications can be adapted automatically and work well on different type of DB systems by using this component and standard SQL standard. The Service layer use SOA architectural and functional Units can use WebService、XMLRpc standard to manage exposure service to realize integrate of Client site or third-part system. The presentation layer use B/S and C/S mixed-mode. The dynamic modeling system、Business service、Visual file system. Flowchart system and report system of SOA based platform are designed in detail. Eventually a business software platform facing he electronic applications based on this design and technical method can be realized.The unified DMIS data platform、Modern Design、Application、Flowchart Engine、Data Exchange systems are realized under above solution. The plan of overall structure、Software and Hardware configuration、Application functions are also been proposed. In the last part the advancement and expandability are analyzed. Finally author gave a outlook to The development trend of DMIS system.
