Adjusting the industrial structure from industrialized economies to service-oriented economies will become the focus of China's development during the "Eleventh Five-Year" period, so to speed up the development of modern service industry will be a basic national policy which is strategically meaningful. However, on the way to develop modern service industry, especially the informatization of service industry, there are still many challenges, such as the threshold for high technology, Information Island and so on. To resolve these challenges, based on the National Key Project of Scientific and Technical Supporting Programs of China, the concept of developing operational common service is proposed in this dissertation. Common service is defined as reusable service which is widespread used crossing different industries. Through the realization of common service supplied by third-party, we can get effective technical support for the informatization of modern service industry and effectively enhance the core competitiveness in modern service industry consequently. However, currently there are still some problems about the studies on common services: firstly, service delivery mode of common services is not clear, a unified common platform for service providers is lacked which can be used to realize one-stop service access; secondly, the operation model of common service is not clear, a good support system is lacked to supply operation and management of common service. Undoubtedly, these defects seriously affect the popularity of common services and promotion, and then restricted the informatization process of modern service industry.To cope with these issues, on the basis of in-depth analysis of the trends and problems in the informatization of modern service industry, this dissertation discussed the needs of developing common services and the key points. In order to solve the uncertainty of common service delivery model, in this dissertation a unified common service delivery platform based on SOA (Service Oriented Architecture) is proposed, by providing flexible single and composite common services to support business innovation of customers; and for the sake of guaranteeing the quality of services, service composition optimization strategy and service management strategy are studied. In order to solve the uncertainty of common service operation model, this dissertation presents common service operations support system, by combining the concept of telecommunications operation and common services to realize operational common service and standardize industry value chain. At the same time, considering the popularity of telecommunications services, as a supplement of the research, the dissertation also discussed the common service delivery model in telecommunications fields, proposed a telecommunication Mashup business platform to realize unified common service delivery and operation in telecommunications fields.The dissertation is divided into seven chapters: Chapter 1, gives a brief introduction of the background knowledge about modern service industry and discussed the challenges and key problems in accelerating the informatization of modern service industry; Chapter 2, presents an SOA based common service delivery platform and its functional modules; Chapter 3, discusses the performance bottleneck issues in the common service delivery platform and provides enhanced service compostion solution; Chapter 4, discusses the QoS(Quality of Service) management mechanisms and its functions on dynamic service substitution and reconfiguration; Chapter 5, presents the MOSS (Modern service operation system) and its architecture; Chater 6, presents an telecommunication Mashup business platform and the service delivery model; Chapter 7, make a summary on our research and give a glance on the future work.The main innovations in this dissertation can be summarized as follows:(1) A SOA-Based Common Service Delivery Platform is presented here to solve the current deficiencies of traditional direct service delivery model. Based on modular and layered architecture, Service Delivery Platform realize unified single or composited common services access, and guarantee the QoS of implementation by service flow instance management and service flow transaction management. By the platform, the business development cycle is speeded up, and the enterprise customers only need to consider their own core business logic, so as to provide effective technology and service support for the informatization. (in Chapter 2)(2) An optimization mechanism based on the idea of "Separation of control and bearer" in Softswitch field for service composition has been presented here to solve the performance bottleneck issues of centralized service delivery platform. Common service delivery platform adopts centralized service composition model, which strengthens the control ability of platform, but the data processing ability will become to be the bottleneck. By deploying distributed services agents, optimized mechanism separates the service entities data and the transmission control data. On the basis of limited signal redundancy, the mechanism effectively reduces the data pressure of service delivery platform. (in Chapter 3)(3) A QoS-Driven service management policy has been presented here to guarantee the quality of common service delivery. On the basis of QoS description model, QoS-driven service management framework is proposed, to achieve the service management from the perspective of business layer. The framework monitors the quality of service parameters regularly. When the QoS can not be guaranteed, the common service delivery platform realize dynamic service substitution or process reconfiguration through redundancy compensation mechanism, so that the supplied common services are real loosely coupled to achieve a transparent service experience (in Chapter 4)(4) MOSS (Modern service opration system) based on the concept of operation system in telecommunications field has been presented here to solve the operation problem of common services. After analysising the changes in the industrial chain by introducing common service, the architecture of MOSS is proposed. MOSS realize the support of static and dynamic business process respectively from the management of common service providers and application service providers and so on, and achieve operational common service by detailed billing method, so as to create a normative, healthy industry chain (in Chapter 5)The work in this dissertation, as part of the research achivements in National Key Project of Scientific and Technical Supporting Program "Research on common service integration technologies", has been got actual applications in business environment, and upgrade the foodnet company from information release platform to service delivery platform rapidly, thereby effectively improving the informatization process of modern service industry,.
