Culture is the soul of a nation as well as its people and its place and role are becoming increasingly prominent in the competition of the comprehensive national strength of all nations in the world. Publication is an important and integral part of culture and publications are carriers of culture that are the most traditional, extensive and popular. With the deepening of the socialist market economy and the further opening to the outside world, profound changes have taken place in the economic basis, system environment and social conditions that culture relies on for survival and development. Therefore, more and more people have already come to realize the significance and urgency of reforms on publication system, which is an important part of the overall reform on cultural system.Up to now, market economy system has already become the most important system in people's life and the basis for the overall social reform as well. In order to speed up developments of the publications and the publishing industry, reforms on publication system should be constantly deepened and requirements for market economy be met voluntarily so that the fundamental role of market in the reallocation of resources will have to be brought into full play.This paper mainly has a discussion on how to fully apply the market mechanism in the process of reforms on publication system under the condition of socialist market economy so as to better fulfill the various tasks and objectives in reforms on the publication system. It falls into four parts:Part I: A brief introduction is made on the fundamental functions of market mechanism and some terms in economics like market malfunction, government malfunction, public goods and exterior effects. Theories on public departmental economics are applied to analyze exterior effect features, features of public goods and commodity properties.Pat II: An analysis is made on the basic features of the publication administration system and publishing units under China's planned economy system. A review is made on the history of probes into reforms on publication system ever since the adoption of reform and opening to the outside world policy. A summary is made on achievements in reforms on publication circle and an analysis made on major problems facing reforms on the publication system.Part III: Fundamental threads of thought and principles in reforms on publication system have been put forward. An Analysis is made on possible ways to turn publishing enterprises into genuine main bodies in the marketplace. Studies are made on means of production and ways of supply for China's publication public goods in the light of differences in the distribution of publicity intensity and exteriority. Discussions are made for the government to transform its functions and to safeguard fair market environment for competitions under the market economic conditions.Part IV: Discussions are made on how to keep correct orientations for public opinions in reforms on publication system, to guarantee cultural safety, to prevent losses of state-owned assets, to safeguard the security of state-owned assets, to perfect relevant policies, and to guarantee solutions of noteworthy problems in coordination, cooperation, and advancement.
