The publication market, being a special market with both economic and culture characteristics, is an essential factor in the production of publications. More importantly, it is the bridge connecting the publishing industry and the readers' intellectual needs. The administration of the publication market is a vital part of the whole national economy and the advance of the socialistic science and culture. It is hence of great importance.Since the opening and reform, the Chinese publication market enters a whole new historic era. The administration of the publication market needs to solve a range of problems brought by many new phenomena, new ways and new regulations. The development of the publication market is facing more and more opportunities and challenges.What are the scope of current publication market administration? How do we execute the administration? With the problems of wild spread of illegal trading of ISBNs, illegal publishing and printing; the opportunities of the fast expanding market of audio-video and electronic publications, the allowance of non-governmental capital, the creation of large publishing groups and the entrance of the WTO, we are facing new problems that we have never seen before. How to deal with these wide spectrum of new problems and opportunities has become an urgent research topic.Under the new circumstances of the market economy, the government has issued a series of administrative regulations, such as the "Publication Administration Regulations" and the "Audio-video Publication Regulations", to tackle the irregularity and inadequacy in current publication market. Combining regulations, the government also uses administrative, economic, professional and social means and channels to enforce the administration of the publication market and to bring the market to a healthy developing express-way.Practice calls for theory. However, systematic research that matches the ever-expanding administration practice of the publication market is still scarce. A fewpapers about the administration of the publication market mostly talked about theoretical frameworks, without touching the practice and reality of the publication market administration. There are articles in various journals and periodicals that discussed some hot issues, but they have not reached the height of looking over the whole market administration theory and practice.The state of the research is apparently not sufficient for directing the publication market administration practice. This paper focuses on the systematic research of the publication market administration, starting with discussing the concept, the content ,and the means of the publication market administration. We present a thorough analysis of the publication market administration in the effort to summarize the practice and then form the theory. We also comprehensively investigate current hot-spot issues. Revealing the current state of the development of the publication market, grappling with the existing problems in the market administration and proposing solutions, we build the foundation of promoting the scientificness and the effectiveness of the administration of the publication market.
