Researchs On Reform Of Non-Current-Politic-Affairs Publication

The purpose of non-current-politic-affairs publication (NCPAP) reform is shifting NCPAP publishers from non-profit-driven organizations to profit-driven enterprises. Based on theories of modern mass media economics and industrial economics, this thesis starts with checking NCPAPs'current status. Then, after a throughout review over the progress of the reform up to present, this thesis analyzes the fetters and handcuffs that block the reform. At last, it turns to a further discussion of the route of the reform and gives certain constructive suggestions. The research is displayed in this thesis by six parts:The first part, i.e. the Introduction, explains why this topic is chosen and what the research purpose is. The method employed by this research and related researches made by other scholars are also described in this part.In Chapter One, on the basis of a review over the status of China's NCPAPs, it is concluded that NCPAP reform is a spontaneous selection under the new situation.In Chapter Two, throughout studies are made on how the NCPAPs transformation is going on up to present.In Chapter Three, further studies are made on the breakouts and progress that have been as well as the fetters and handcuffs that still exist.In Chapter Four, Chinese Culture Daily, a guild newspaper, is selected as a case study, and the experience and lessons could be drawn from the case are discussed.At last, Chapter Five focus on the route of NCPAP transformation.It is believed that, the NCPAP reform is a spontaneous selection under the new situation. The essence of this reform is to restore NCPAPs' built-in attribute. This reform should not be limited to shifting NCPAP publishers from non-profit-driven organizations to profit-driven enterprises in the respect of legal position and organization. In order to reach the target of the reform, what kind of external administration mechanism and internal operation model after the reform has been done in appearance, should be put into consideration as a natural extension of the reform. In another word, issues related with NCPAP's external administration mechanism and internal operation model are solid and inseparable parts of the reform and should be well planed before the reform plan was put into action. Based on such an understanding of the reform, three constructive suggestions were given in this chapter, which are sticking to NCPAPs'built-in attributes; developing the core competitiveness, and making good use of the human capital.
