In1999, Peiyan Zeng, the minister of the National Development and Reform Commission made it clearly in "the1998implementation of the National Economic and Social Development Plan and the1999Draft Plan for National Economic and Social Development Report", that it is needed to promote the industrialization of cultural, educational, non-compulsory education and basic healthcare industry,. In his statement, cultural industry was formally incorporated into the national development plans for the first time, and it also the beginning of the publishing industrialization which is the subsystem of the culture industrialization. With the development of more than ten years, publishing industry has made much achievement, however, there exists much problem, such as product homogeneity, malicious price wars, books artificially high prices, high inventory, poor co-ordination between traditional publishing and digital publishing enterprise, etc. It was not until April20,2011that did the "news publishing industry"1025"period of development planning" regard the establishment of a a unified, open, competitive and orderly, healthy and prosperous modern market system publications as one of the primary objectives of Press and Publication of "1025" period.With more and more emphasis on the market system of publishing from administration, many scholars also started to focus on studying and analyzing the issues related with publishing market system in order to contribute ideas for the construction of publishing market system. The market system of Publications is the carrier of the publishing industry, thus, the establishment of publications promoting the prosperity of the market system in favor of the development of China's publishing industry.Based on the above understanding, the paper tries to explore the issue of the Chinese (only China mainland considered) publishing market system from both theoretical and practical aspects. This paper takes the industrial economics, new institutional economics and other disciplines of knowledge as guidance, systematically analyzes the development status of the publication market system, and indicated the problems existing in the construction process of publication market system. On this basis, this paper proposes the goal of building publication market system of China, and constructs the operation mode of publication market system based on market pushing from publishing elements. Meanwhile, this paper also put forward the idea of constructing publication market system and develops the theoretical system of constructing publication market initially. On the whole, this article complete research base the idea of "questions-solving problem-analyzing the problem".The first chapter, analyzes the background and significance of the publication market and clearly explains the necessity of this thesis topic. Secondly, Through reviewing the exsiting relevant research work of publication market system, this chapter specifies the research topics and clarifies the research ideas,The second chapter discusses the basical theories of pulication market system. On the basis of introducing the theories and developing process of publishing market system, this chapter investigated the concept, types, characteristics and significance of publishing market system combined with the development status of publishing industry so as to lay a theoretical foundation for our study.Publication market system is the organic system made up of publishing commodity markets and publishing factor market, which both interact with and has mutual influence on each other. According to the function of exchangeable object, publishing market system can be divided into two types of publishing commodities markets and publishing elements markets. Moreover, publishing market system can be divided into three types of educational publishing market, professional publishing market, and mass publishing markets in accordance with the basic function. Publishing market system has not only the characters of unity, openness, competition, orderly existing in the general market system, but also has some characters different from those in commodities economic field, such as non-profit purposes of publishing production, spirituality of publication's use value, a departure from the exchange rates of publishing markets, the non-consumption of consumer in publishing market. In addition to the characters of unity, openness, competition, orderly existing.The Publication system is the interaction of market transactions, commodity markets and publishing interacting factor, which constitutes an organic system. Object properties can be divided in accordance with the exchange of commodities markets and publishing market elements, and according to market basic function, the market can be divided into educational publishing market, the professional publishing market, mass publishing market categories. This chapter summarizes the whole work done in this paper, and draws the following three conclusions:first, the formation of publication of the market system is a continuous process of breaking the monopoly, secondly, The improvement of publication market system is the process of structure optimization of publishing industry. Thirdly, the mature of publication market systems depends on dynamic sound of the entire national market system. Meanwhile, this chapter also indicates the limitation of this work and proposes the future work.
