The traditional model of publishing under the planned economy can hardly meet the needs of new situation in accordance with the flourishing socialist market economy. This paper starts with analyzing the sociocultural phenomenon of best sellers and introduces "tactics" into the whole technological process, which composes the tactics of selecting topics, making tactics and marketing tactics. It also analyzes how to make good use of the tactics in the whole process of publication based on the operation of best sellers. It brings "after-sale service" which was neglected by publishing house for many years into market tactics. It puts forward the general trend for the best sellers in the future. This exploration aims at changing the old model of passively meeting the needs of readers of publishing books under the planned economy. It introduces marketing mechanism and pays attention to the economic benefit of publishing books. It makes tactics according to aesthetic judgment.
