The publication market is an important constituent of the cultural market. It is the circulation and spread of publication. The publication is delivered to readers from manufactures. It is closely linked with people's spiritual life and reflects overall national strength and national spirit. The publication market has the obvious duality as it is not only a market of material products but also a market of intellectual and artistic products, which is based upon the duality of publication. The publication market supervision is the management of retail and wholesale of publication. The main task of it is to ban the illegal political publication, eroticism and pirate publication. Thus it has great political and policy characteristics of supervising the publication market.This paper aims to discuss the issue of government supervising existed in Changsha publication market, and try to find an effective supervising countermeasure of publication market. It also hopes to provide decision support for publication market supervision and promote the healthy development of publication market in Changsha.Firstly, it elaborates on the concept and characteristic of publication and publication market.
