Study On The Reform Of The University Publishing House

With positivistic analytical method in history and diagnostic analytical method insociology, the paper studied the reform of colleges and universities presses in theperiod ranging from early 2007 to the end of 2009. The reform started fromexperimental work of the reform of the first colleges and universities presses andended when 298 file 2which recorded the completion of the reform of colleges anduniversities presses was issued, therefore, the author named this reform as"298 FileReform"which was specially studied in this paper. Based on the Theory of SocialistEconomy which elaborates the evolution from State regulation and control measuresto market economy under socialism system proposed by the School of Budapest andSocial Transition Theory by Sun Liping, a sociologist in our country, the paper tried tosolve the following problems: what's the background of the reform? What's thecontent and orientation of the reform? What's the result of this reform? What's theinternal logic among the background, the content, the orientation and the result? Thepaper summarized the publishing laws and offered theoretical reference for the reformof colleges and universities presses which is actually on the way.The Reform Policy taken more than 30 years ago is an important milestone in thehistory of contemporary China. Since then, economic system has transferred fromplanned economy to market economy. During this period, the colleges anduniversities presses, as operational cultural public institutions, undergoing a series ofreforms, have their nature changed from"public institutions"in 1980s into"publicinstitutions and business management"in 1990s. Actually, it is the relevantgovernment departments which have opened several meetings and issued a series ofdocuments that push the reform in a administrative way. In this paper, Chapter Onereviewed the reform process, divided the development course of colleges anduniversities presses before 298 File Reform into two periods, that is,"publicinstitutions"and"public institutions and business management", compared andanalyzed the characters of each period, explained the content of 298 File Reform and generalized the political and economical reasons of the reform.Chapter Two elaborated the main content of 298 File Reform by analyzingseveral typical cases of colleges and universities presses reform from the two aspectsof"system"and"mechanism". System reform was divided into the changes ofadministrative relationships, capital relationships and the foundation of modernenterprise system while mechanism reform was argued and analyzed from the aspectsof organizational structure, compensation system and performance appraisal .The author laid emphasis on the comment of this reform. Based on the reformgoal made in 298 File, the author combined the theories and practical reform togetherto judge whether reform has realized the goal to make colleges and universitiespresses set up modern enterprise system. The second part argued whether the reformcan solve the problems of compensation and personnel system in colleges anduniversities presses, that is, the problems of equality and efficiency. Different fromother market subjects, dual attributes of social effect and economic effect of pressesdetermine that we should not ignore one criterion that the influence on cultureindustry by reform which the paper selected some samples to study. In order to betterdiscuss the development problems of colleges and universities presses in our country,developmental pattern of foreign colleges and universities presses should be referredand compared, therefore, the paper selected and analyzed some cases of famouscolleges and universities presses in the West. All the work taken by the author was tooffer reference for the development of colleges and universities presses in our country.Based on the analysis above, the conclusion part of the paper made comment onthe reform. 298 File Reform pushed by administrative forces, though made someimprovement in some aspects, still had many existing problems. Generally speaking,the Reform has not accomplished the goal and the development of colleges anduniversities presses still rely on the changes of reform values of people and furtherreform.
