With the rapid development of network technologies, network has been much larger and more complicated. As a result, network management is becoming more and more important. Now, network management has been one of the key technologies of network development. It guarantees the network running credibly, safely and fast. It also plays an important role in current network development. Element Management System implements the management of network devices, it is the basic management of the whole network, and determines the quality of network services.CMIP, SNMP, CORBA, WEB and XML are the most popular used network management protocols in current implementation. Among these, XML has best data storage format and data structure, and is the most extensible and easier for internet transmission. XML-based Management technology is now becoming a new way for network management. Many researchers are studying XML-based network management. This paper designs an XML-based Element Management System (XEMS) after many researches on EMS. The XML technology will be used to describe, show and process management information. The paper designs the whole services and system architecture of XEMS, specialty of the system is also included. Furthermore, the paper deeply researches several key technologies of the XEMS, include describing and saving management information, transforming management information and requests, implementing configure management of XEMS and XML/SNMP Gateway.VoIP (Voice over Internet Protocol) is one of the fast developed communication fields in recent years. VoIP Element Management System which manages element concentrated is one of the important things of the whole VoIP system. This paper designs and implements a XML-based VoIP Element Management System using XEMS above. It describes the system architecture, XML manager and XML agent implementation. This system provides VoIP network devices with fault management and performance management by XML and Web technologies. The application indicates that it is efficient to descript, announce, exchange and share management data by XML in element management.
