Project management plays a very important role in the development of the economy in modem society. In the circumstance with impetuous competition, projects are complex and diverse and there is a lot of information to manage. It's well-known that project management systems can improve the quality of projects and increase management efficiency.This thesis discusses the function and model of the project management system. According to practical requirements, a project management system named NPM is designed. The thesis is mainly concerned with schedule management and resource management subsystems. It researches all kinds of constraints and their relationships on an expanded network plan as well as the impact on project scheduling by resource assignments. The thesis proposes a project scheduling algorithm named NPMSA in an expanded network plan. It includes the process of scheduling, computation methods of time parameters of tasks and the computation of the critical path. Based on the NPMSA, NPM is implemented using COM technology.Lots of knowledge is accumulated during the long term running process of project management systems. In order to improve the utilization efficiency of knowledge, it's necessary to study knowledge management in projects. The thesis describes a main framework and actualization flow. Referring to personal skills and personnel assignments, an ontology named PMO is created, and it's described by OWL which is a language invented by W3C to represent ontology. Knowledge in project management system is described by RDF. Based on these, the thesis studies concept semantic similarity, knowledge representation, knowledge storage, knowledge reasoning and semantic retrieval. In the end, a subsystem of personnel query, according to personal skills, is implemented and it's helpful to assist in decision-making.
