| The health, safety and environment management (HSE)has gained more and more concern in the 21st century which is human-oriented and pursues harmonies between human and nature. With the implementation of HSE management system in petroleum and petro-chemical industry and due to its broad scope and large amount of information processing task, it has great significance to establish a set of HSE management system by means of computer and information technology.Based on HSE management of the 6th Construction Company of CNPC which is the subsystem of company MIS system and with the analysis of B/S and C/S mode, the paper puts forward the mixed mode system structure aimed to the characters of petro-chemical engineering construction such as broad distribution and complicated process etc.The paper designs 15 functional modules and analyses the functions and key interfaces of HSE management. The paper describes the risk management flow chart, substantiality diagram and data flow which are cores in HSE management. Furthermore, the paper describes some key functions such as risk identification, evaluation, query, control of important risk factors and list query, data input and interface as well as data output.
