During the process of carrying out production and developing economy, especially in the construction, electricity production and operation of large-scale hydro-power projects, safety problems often occur and sometimes accompanied by accidents. In order to prevent risks, avoid accidents and scientifically improve the efficiency of safety production and emergency management during the process of construction and operation, it's extremely necessary to design and develop an advanced management information system by using information technology. This system can standardize the procedure of accident reporting, investigation and handling, can support the decision making forcefully and will greatly contribute to the transformation of accidents management for the state of"ex-post treatment"to that of"prevention".Firstly, this paper introduced the business situation of accident management and the development of information system application for accident management home and abroad. From this, problems existing in enterprises'accident management were analyzed, which proved the necessity of designing and developing an information system. Then, in accordance with article chapters, the content of this paper was briefly introduced and the purpose and meaning of this research was illustrated.In the stage of requirement analysis, based on the business situation of construction, production and operation of large-scale hydro-power projects, the function requirement of the information system was introduced in detail. Then, it came to the technology framework, such as J2EE framework and its components, MVC model, B/S structure and so on, which were used in developing to realize the functions mentioned above.In the stage of designing and implementing, first came the overall design of the system including the goal, the function modules and the structure. And the function modules came from the requirement analysis above, while the overall structure was designed according to layering design idea. Following this, the design and implement mode of the database, persistence layer, business layer, control layer and the presentation layer were illustrated concretely. Then, by introducing user authentication and permission control, issues on system safety were analyzed. At the end of this paper, some suggestions about integration with external systems were offered and a simple example was given to show how this system integrate with HMIS(Hazard Management Information System) to evaluate accident hazards with the help of neural network.
