In the field of digital communication network, synchronization has always loomed large as a crucial technical issue. With the rapid development of communication technology, the importance of synchronization has come to the foreground, waiting to be solved. In the traditional circuit exchange network, the exchanges of GSM and CDMA are in need of strict net synchronization. Theoretically exchange in groups does not require network synchronization. However, with data exchange in groups, a processing of data reusing is required before the data is delivered through transmission network. So, for the purpose of having a reliable communication network with exchange transmission qualities, it is necessary to have clock signal ensured by net synchronization technology.Focusing on the practical needs of some specialized communication network, this article introduces a synchronization system with intellectual ability for general uses that can adapt to different conditions. This system is qualified for Master-Slave synchronization, Mutual Synchronization, exterior reference synchronization. This system is provided with the ability of self-adjustment in accordance with the needs or is to work with parameters set by system users. It is a system with reliable adaptability. The first half of the paper is devoted to the net structure of this system and the synchronization-equipped local and net strategies. Then according to the system performance indexes, from the perspectives of theories, part of the paper is devoted to the analysis and design of parameters of Master-Slave synchronization of Phase-Locked Loop, Mutual synchronization of Phase-Locked Loop. Also an analytic simulation of performance indexes is carried out. In the second half of the paper, a plan is proposed on the designing of hardware and software.
