Information literacy(IL) research is being developed overseas since 1974, and it hasbeen researched in China for more than 10 years. In the past 30 years, there were a great dealof harvests on the research of IL concept, essence, goal and education et al. IL evaluationresearch is a deeper direction of IL theoretical research, it has an important applicating value.This research wanted to do some foundation research on IL and aimed at establishing anevaluation index system of IL.The paper was divided into four parts.The 1st part of the paper was prologue, it included the background of the research,process and method of the research. The 2nd part first studied the historic evolvement of ILconcept thoroughly, then looked back and generalized the research of IL evaluation intheorical and practice aspects, this part also introduced several important IL evaluationstandards in details, such as ACRL IL standards, Britain IL standards, Australia IL standardsand Chinese IL standards. The 3rd part of the paper was the main part of the paper, this partestablished an Evaluation Index System of Information Literacy(EISIL), using Delpli Methodand empirical research method verificated the EISIL was an appropriate evaluation indexsystem, using AHP method determined weigh of the EISIL. The last part analyzed the defectsin the research process, and proceeded to bring forward suggestions to help deep going theresearch.
