SLA(Service Level Agreement) is a negotiated agreement between service provider and consumer in the way of service quality, priority, responsibility and so on. In order to complying the agreement, the Service Management System must monitor network performance, find out full run-time information of the present network and application service, present interrelated estimate, enhance performance and service quality of network. Further more, we can find out network performance bottleneck and estimate capability and potential of present network establishment to satisfy service quality, provide idiographic reference data to optimize and extend network establishment by analysing data of network performance monitoring. "Comprehensive Network Performance Monitoring System based on SLA (SLAMS)"is based on the interrelated technology researching of applying SLA in network performance monitoring system and practical task. In theory, SLAMS introduce SLA in network management system and elementary attempt of network performance monitoring for normal QoS metrics parameter incarnating network quality, aiming at practical application of present network performance monitoring and QoS requirement of customer. The theory analyses and discusses central technology, including partition of SLA Metrics hiberarchy, monitoring type of network SLA parameter and mapping of QoS/network performance metrics. In practice, SLAMS implements a distributed network performance monitoring system including network layer perfromance monitoring, transfer layer perfromance monitoring, application service perfromance monitoring and server state perfromance monitoring on the Windows platform. The system not only offers ways and means of monitoring network performance for network manager and consumer, but also provides powerful evidence for SLA negotiating between service provider and consumer.
