The telecommunication market is being opened up, enabling a variety of service providers to enter and compete for customers. Under this competitive environment, drawing more customers has been the first problem to be resolved to win in the competition. Service Level Agreement (SLA) is a competitive outcome.In the first, this paper introduces the interrelated criterions and the theories of SLA, including of introduction of Next Generation Operations Systems and Software (NGOSS), analyse of connection of Enterprise Application Integration (EAI) and SLA, studying of the theory of SLA. In that studying, I bring the models of the managed data. In the second, depending on the criterions and the theories, design my own SLA management system. In the system, I analyse the software construction of the system and running construction of the system. At the same time, I bring the network configuration and technical route. It is import problem about Quality of Service (QoS) parameter calculating in SLA. Aiming at this problem, I bring a universal and flexible arithmetic. I relate the design of arithmetic to the design of database, and decompose the formulae, and save the information into database. In the last, I sum up the advantage and disadvantage about the SLA management system.
