The Emergency Cases Ontology Modeling And Its Application Based On Semantic Web

With various emergences occurring repeatedly, China has become increasingly concerned about emergency preparedness and contingency disposal. Public safety needs breaking through in the control of key technologies, and establishing a national public safety emergency technology system. Emergency management can enhance the emergency information management, and build sharing of information which supports the leader to formulate an emergency plan. Emergency cases contain a huge amount of knowledge in humanity handling, so it is the main basis for the emergency decision-making.This paper uses technology of Semantic Web in emergency management. According to filtering out of needed information, the leader can deal with the emergency more effectively.Firstly, apply the ontology technology to the emergency management. In accordance with the Semantic Web architecture, the emergency ontology model contains emergency ontology warehouse and emergency instances warehouse, the emergency ontology warehouse is constructed in the form of inherited layers, and meanwhile the emergency instances warehouse provides detailed information professionally for the domain ontology.Secondly, relate the yanqing case with the ontology semantic, which forms the machine understandable semantic cases, develops an emergency case semantic retrieval platform based on B/S framework, which helps leader analyze emergency cases and provides case-related information retrieval results.Finally, with referring to the DublinCore metadata description, we construct the emergency cases description ontology to deepen the model. Emphatically analyze parts of the emergency metadata, and build those metadata description models. All of above provide a good foundation in theory to further emergency ontology modeling and semantic browsing.
