The E-government is the product of the concept of modern government management and information technology rapid development.It is a new way of government administration.Faceing global competition and international challenges of the knowledge economy,many governments regard the development of e-government as a priority strategy.Meanwhile, along with the information construction's fast development, the office automation has already developed from the initial tradition's office automation to the current work-flow management, knowledge management as the central office system time.coordination office has reflected a leading management thinking.In the national informationization group to the E-government information construction's instruction request, the E-government coordinated the work system to adopt the new administration way to the government has provided the very good platform.At first this thesis analyzes the development status of e-government at home and abroad, also defines the concept in less developed areas. Based on the research of the advantages and disadvantages of information construction in less developed areas,which has proposed the necessity of establishing E-Government collaborative office system used in less developed areas.Then from the collaboration in management theory, introducing the theoretical basis of cooperative office, cooperative office history,giving the definition in the coordination office.Then,based on the analysis of guidance about the information construction of e-government of the State Informatization Leading Group on the construction of e-government,also thinking about the difficulties of information system established in less developed areas,this thesis gives a design strategy of E-Government collaborative office system used in less developed areas. In the chapter four of this article,it researches the module of E-Government collaborative office system used in less developed areas,giving the detailed design ideas,while intruding the corresponding technology and official document approval.In the chapter five of this article,It analyzes the requirements and needs of the leading group on the construction of e-government and does a detailed investigation, then gives a personalized e-government coordination office system design. The plan consists of six modules:system management, information center, general management, file management, official document approval, personal office, each module includes sub-module. Official document approval online based on workflow technology is the most important part of this system,so in this thesis the corresponding modules are being designed.including the role of rights management, workflow and document approval conceptual models.At the same time,the background database are also being designed according to conceptual models.The construction of e-government system of less developed areas is a phased long-term process,with the increasing of the system application and uers,the data may continue to increase in the future.at the same;because of the development of the government management,business management models may change a large;With the development of economy,less developed areas'investment to information technology may be increasing.Therefore, based on this system,we can design better system and more flexible database,the system has better performance.While other e-government collaborative office system can benefit from this thesis.
