The Research And Implementation Of The Public Security Organs E-government System Based On Collaborative Software

With the deep application of computer and information technique in various fields, the using of e-government system grows rapidly in our country recently. E-government system takes important roles in enhancing clarity of governmental affairs, improving the government's service quality and the construction of democracy society. This paper dedicates to the most important techniques and problems to the technical level in the e-government system's construction. It aims to take some research work in the full application of e-government system. These works mainly includes the workflow design in e-government system, tracing of modification mark for official document and the security aspects in e-government system.As an example, the research and implementation of the Public Security electronic official document approving system based on Lotus Domino/Notes platform in this dissertation. It resumptively expatiates a designing and developing process of electronic official document's approving system based on Domino/Notes platform. Firstly, the techniques related to the system's design and implementation are discussed. The total solution and function modules are designed according to the actual needs of users. And then, A platform based on Lotus Domino/Notes is set up by designing and developing system and program's structure. This platform, which include the full process from official document's manuscript, modification, check and confirmation and characterize with high effectivity, flexibility, security and availability, is implemented by using LotusScript and Notes Document database techniques.As to the realization of the E-government system, Lotus Domino/Notes software is applied to setup the whole platform, and workflow software Workflow 3.0 is combined to implement flexible configurations of governmental workflow. Using OLE technology, it achieves a seamless process to be issued a document to retain traces of the modifications; by XML documents + CEB means to achieve the electronic system and official seals of office automation systems to exchange information, then, The effect that the electronic official document marked with electronic seal is achieved; The user's high security authentication is implemented by applying PKI technology.The system has been used in Jinhua Public Security Bureau for more than 3 years. The application has shown the system's stability and efficient effect, and this system was nominated to use in all Zhejiang Public Security department.
