This is one of the most important aspect of reading, using the knowledge to enrich themselves, to arm themselves, to train themselves as one who have their view and Learned. Reading level of the whole nation largely determines a nation's degree of development of the spiritual realm. On Report to the Seventeenth National Congress of the Communist Party of China General Secretary Hu Jintao Stressed clearly to build learning for all, lifelong learning, learning society, to turn China into a country rich in human resources. We want to better implement the spirit of the Seventeenth National Congress, in the whole society advocate the civilized fashion to read more good books, to further promote the improvement of the quality of the whole nation and cultivate respect for all citizens to read, conscious of good reading habits.Libraries should become a community or a city's cultural center, providing books for readers and a place to study and creating the formation of the atmosphere of the place. So Library which has a wealth of resources to do physical security, with venues such as reading literature and so on, has incomparable advantages on reading promotion. Education is an important social function of libraries, Libraries in the promotion of social and cultural aspects is an irreplaceable role. So the library's job is to promote good reading, the library should also play an important role in promoting the universal reading.This paper analyzes a number of public libraries and university libraries to promote reading for all the work carried out in the example, summed up the experience of some national reading which should promote all kinds of library reference, so as to cause our country to provide a universal power of reading and promote the country to accelerate the pace of building a harmonious society.This total of six chapters, as follows:ChapterⅠ.
