This paper studies the reasonable relations among the government, mass media and the public in public crisis management from two perspectives: studies of communication and science of law. Firstly, from the perspective of jurisprudence, rights of the public are of the first importance, at the same time the public rights and the government power check each other in order to keep the balance. The freedom of press is protected in the constitution, and it is the approach of the freedom of the public. Mass media have the duty to provide information for the public and to supervise the government. And then, the paper reviews the history of crisis communication in China and analyzes the historical reason and the dominant idea of three crisis communication patterns: government controlment pattern, mass media guidance pattern and the public activeness pattern. The author points the defects of each pattern, and then presents a new pattern, in which the government, mass media and the public interplay each other and feedback well among them. The author thinks that the three parts are indispensable subjects who should exert their own activeness in public crisis management system and should maintain their independence and rationality simultaneously .The aim is to attain the dynamic balance. The public's rights and interests are the logical premise and ultimateness.
