With economic developing and people's living standards lifting, the relationship between people's physical health and weather and climate change is paying more and more attention. Meteorology are associated with Medicine closely, weather and climate changes have relatively great influence on morbidity of some kind of disease; also can provide useful and necessary information to disease control and health care. In recent years, due to the lifting standard of living, there is a growing concern around the relation of climate and people health that lead to more and more attention paid to the research on medical meteorology.In this paper through statistical analysis, regional morbidity of Heilongjiang and the key meteorological factors have been selected and used as the input variables in the regression analysis method to build up algorithm mode about the relationship between incidence of the disease and the meteorological factors. By machine learning to constantly revise the algorithm, so that the system involved in this paper can achieve more accurate prediction. Experimental results show that using the method put up in the paper make a high accuracy, and with the continued increasing of sample information, the more accuracy will be obtained.Based on the model of Heilongjiang regional medical and Meteorology system, we have introduced a relative new SaaS model that brings the system more flexible management, more powerful function, more extensive external interface, and lower cost on the system operation, application and maintenance. Moreover, the introduction of SaaS model makes the profitability from medical meteorological forecasting system to be possible. The system client can run on any operating system, at present the system is undergoing an internal test in Harbin Meteorological Observatory.
