The emerging of Android system set off the boom of the development on mobile devices. The various function of the smart phone makes it possible for it to serve as the client of office automation. In recent years, the smart phone market share has gradually increased. It is foreseeable that smart phones will replace the traditional phone in the near future. In China, the smart phones with Android system already occupy half.With the overall national strength growing, the level of office automation in various industries in China are gradually enhanced mobile office automation have mushroomed in various fields in the rise. Meteorological systems with high levels of internal office automation, and timeliness of meteorological data, the internal characteristics of this industry makes the meteorological department is particularly strong demand for mobile office automation. Android phone client software on the one hand can make the meteorological department staff anytime, anywhere to understand the local meteorological conditions; the other hand, according to the climatic conditions on local agriculture, weather, and flood control decision-making provide a reference.The system uses three-tier C/S software structure, the Android phone as a client, the back-end content management system as the server. Web server is to install the back-end content management system; database server is to install the system of rainfall mapping module and the database of content management systems, in order to achieve the separation of data and business logic. In addition, I has established a Web site which can draw the rainfall map based on counties and time easily and the rainfall map can be downloaded and saved. In the design of early warning systems, I will integrate China Telecom to provide IVR services and the MD Company to provide short messaging service to the system, successfully achieved concurrently phone SMS warning functions.This paper analyzes the functions of the system, and made a rational and effective development and software architecture. First according to the needs of the entire system design, to make the UI interface, and then developed.
