To implement automatic Web Services discovery, invocation and composition, Web Services need the support of semantics which makes computers understand the communicating contents with each other. Semantic Web and Web Services are two supporting technologies in semantic Web Services. OWL-S is a bridge connecting these two technologies, and now the researches on semantic Web Services mainly base on OWL-S. Parlay X is presented by Parlay organizations on the basis of Parlay norm and it's a new open service architecture norm. It inherits the Parlay standard's characteristic that opens capacity of network service while abstracts and simplifies the norm of the Parlay.This paper first analyzes the current trend of network convergence and intelligent that the ontology-based semantic Web services is the best way to achieve intelligent. Then this article analyzes and designs the semantic Parlay X gateway which is in "Semantic Web services based on intelligent telecom business environment", and in reference to the telecommunications domain ontology knowledge base it proposes a semantic description framework of telecommunications network services, as well as an expansion of ServiceProfile ontology approach. In the end, this paper gives a test of deployment and Invocation of the service ontology and the gateway code to prove the validity of this research work and theoretical and practical significance.
