The traditional telecommunication services are mainly the voice call services. But with the quick development of the telecommunication industry, new services demand arises at the moment, and the telecommunication services become more and more various. The existing pattern of the telecommunication services provision is hard to satisfy the multiple services demand. There should be an opening integration services system to combine all the PSTN and mobile network from the present to the future, when the next generation network appears. This dissertation has referred the Parlay/OSA and the "4+1" multi-viewpoints model to study the Parlay X services system based on web service. It explains the architecture and the development method of Parlay X services system from the implementation technology to the actual services application. The dissertation presents some idea in order to improve the Parlay X services system, such as developing "Services Package Layer", etc. It has a certain theoretical and practical value in the research and development of the Parlay X services system.This dissertation has thoroughly discussed the main part of the Parlay X services system, namely Parlay X. It has found that the Parlay X call services APIs have some deficiency in the call control and user interaction. Although a part of international researchers had given the revision comment regarding the Parlay X call service API insufficiency, they did not realize it in the actual services. Therefore this dissertation studies the call service model to design and implement a kind of call control API, called the enhanced call control API. This API, based on the Parlay X and VXML, the China Telecom @IN Platform API, can provide the basic services functions that the existing Parlay X can not. The enhanced call control API may realize the majority kinds of communication or value-added voice call services, and can play a supplementary role in the services capacity of the Parlay X services system.This dissertation implements the Parlay X services system based on web service. With the cooperation of telecommunication network equipment, the Parlay X services system realizes two telecommunication services, the "Daily Secretary" and "Easy Business". After achieving service flow and service capability testing, it has confirmed the usability of the enhanced call control API in the call services, and the practical value of the Parlay X services system with the enhanced call control API.
