Along with the unceasing development of new technology and the intensification of telecommunication industry competition, the tendency of service drive network development has been increasingly clear and distinct. The service and the market decide the taking or rejecting of a new technology becomes people's mutual recognition. Therefore service development has become one of essential technologies of NGN. People have soberly realized that the fast and effective creation and deployment of value-added service with market foreground is the core question that whether NGN can succeed. Telecom services are traditionally accessed to mobile service network by using many different access protocols .There are two major disadvantages to this: First, it is difficult for IT community to develop telecom services for they have to know many different telecom protocols. Second, it is not easy for telecom carrier to realize integrated telecom service management. Parlay X Gateway is designed to solve those two problems. ParlayX Gateway is a major function entity which provides a high level of abstraction of telecom capabilities and provides open, uniform Parlay X interfaces to CP/SP in the future mobile service network.It is nessesary for us to design and develop ParlayX Gateway.This article firstly illustrates how telecom services are accessed now and what problem we face in this mode, and introduces Parlay X Gateway's function. Then this paper simply talkes something about the core technology in telecom service: Intelligent Network technology and Parlay X WebService.This article mainly introduces two different telecom protocols: Session Initial Protocol (SIP) and Integrated Service Management Access Protocol (ISMAP). The second part, design of Parlay X Gateway and SIP mapping part implementation, is the focus of this paper. In the beginning it talks about the demand analysis of Parlay X Gateway, then discusses whole design, module design and database table design. Lastly it talks about the research and implementation of the sip mapping part.In the end this paper makes a summary of the research work performed and proposes recommendations and improvement for further research projects.
