With the rapid development of Chinese economy, various disaster factors, and other public emergencies has also increased the risk.background in building a harmonious society, and effectively improve and strengthen to cope with various risks,, improving prevention and treatment capacity of emergency public events, is to build a harmonious society important elements Hence the urgent need information to respond to emergencies, emergency information management systems came into being on duty.In this paper, based on ontology technology for emergency information management system and design, the system is the main platform for all levels of the daily duty emergency operations and emergency operations management, through multi-faceted, multi-angle, using various means of acquisition, management and publish information on incidents occurring prior to each link and node for all-weather surveillance, emergency handling situation before and after the real-time monitoring, while the collection, release information, to ensure the security of information content in the system, flow to pass, thereby enhancing system outside of major emergencies in reaction speed, improve system integrity and Linkage. In order to implement the system, the paper work done as follows:1. Management system for emergency duty system Ontology.2. Use Jena to parse and query on the ontology.3. Ontology-based emergency duty management system.Finally, through the emergency duty management system, the ontology technology to the system, the system's organizational structure more clear, when making inquiries with the semantic level of understanding, but also improve the efficiency of the system.
