The Design And Realization Of Dezhou Public Safety Emergency Management System

Along with our country urbanization process speeding up and all kinds of emergencies and disasters increasing, the damage created is also increasing. How to set up the emergency response system of disaster prevention and mitigation in cities, especially the big cities, and how to deal with all kinds of disasters effectively, which has been paid extensive attention to by government departments and the whole society. The major task of this thesis is to analysis and research the vital technology to the emergency command system.At the beginning, this thesis introduces the current background of the emergency command system construction, then studies the emergency command system from other cities, at the same time puts forward the solution to construct it in DeZhou, based on the present situation of DeZhou. With the mans of the geographical information system, the data analysis system and the information expression system, the emergency command system has finished to collect and analysis the emergency data, to make emergency command auxiliary decision, and to organize, coordinate, manage and control the emergency resources and so on. The image applications of the emergency command system have three core functions, the image application access, the video conference, and the multimedia released, and support the mobile emergency image transmission. After the fusion of the three core functions, the system apply it to the emergency command system, and management the equipments from every various functional departments in the whole emergency command system.Through the construction of the emergency command platform system, the basis support has been provided to establish and improve a unified command, fully functional, responsive, coordinated, orderly, and efficient-operation emergency mechanism. Moreover, to improve all levels of government emergency management ability, to prevent and properly deal with natural disasters, accidents disasters, public health incidents and social safety incidents and other kinds of emergencies, to reduce the economic loss caused public emergencies and the losses of people’s life and property, effective means to control them has been provided.
