In recent years, China’s neighboring countries on the issue of Global WaterResources representations to China increased significantly, has risen to a sensitivepolitical issue. Clearly, the information construction of the Global Water Resourcesmanagement in China is an urgent need to strengthen the development andconstruction of the Global Water Resources management infrastructure database andmaster the development and governance conservation status and situation ofinternational rivers inside and outside. It is very necessary for International Riversplanning, development, use, governance, protection, management and foreign-relatedwork to provide strong information support.The reasonable development System of Global Water Resources, achieved justonly for the rivers of water resources, is an information software platform created theservice in Global Water Resources with C#development language, the ArcGIS seriessoftware Platform and SQL Server2008database management storage.The content of the article is only a portion, of the content of Global WaterResources rational development and to protect of decision support platform module---Map module, which is developed according to customer demand and depending onthe theoretical knowledge of ArcGIS S erver and ArcGIS API for Silverlightapplication development tutorial on the Global Water Resources.The main function ofMap module is containing the basic map operations, map query (including elementsquery, spatial query and buffer query),the thematic map displaying, map analysis andImage Management and so on. This article contains requirement analysis descriptionand the detailed description of the specific development process about the the mainfunction and the difficulty encountered in the development process. This paperexpounds the organization method of massive image data in thematic map displayingand dynamic image display function and contour line and isosurface generated in thegeographic processing of equivalent analysis. And this aticle summarizes about theinterface classes, the model classes, the interface calls and custom controls. It is asupport for later colleagues who will do the research about the development ofArcGIS Server.
