First of all, the development status of modern hydraulic engineering and information at work units is presented in this paper, where the necessity of development of the hydrologic information service system is stressed.What because myself undergraduate course studies is the hydrology and the water resources use specialty, So far continuously in water conservancy department work, Have well-knit the hydrology specialized knowledge and the rich work experience, Has the full understanding to the hydrology application software function demand. Therefore, Enhances strong points and avoid weaknesses, This article stress point places to the system design in, And rainfall line and so on preliminary development automatic plan function.The hydrologic information service system integrates the original real-time flood-rainfall information system based on the WEB technique.The system is capable of contrasting, analyzing and querying the real-time, remote-sensed and historical flood-rainfall information synthetically. Many functions can be implemented in this system, such as automatic interpretation and storing of electronic signal, analysis and processing of mistakes, statistic and query of flood-rainfall information, publication of information on web site, and system maintenance and administration. The flow charts for design of Data Base, main program, modules, structure, important algorithms, key techniques and figures of results are illustrated in the paper.The WEBGIS-based flood-rainfall information query system and automatically-plotting of isohyets are this article key point. Have be analyzed the shortcomings of the conventional plotting isohyets. Since the boundary points is discontinuous resulting from errors in inner points and interpolated results are not on the same smooth curved surface, the algebraic methods usually generates inharmonious contour lines that may intersect with each other. Therefore, based on naturalization of natural boundary, the dual-harmonic interpolation method is introduced in to solve the problem mentioned above. The technique of automatically-plotting of isohyets makes it convenient and efficient to analyze the rainfall information so as for supervisor to make decisions, which provides accurate criterion for flood forecasting and flood-control deployment.
