Hunan is a province with much flood and drought. In order to reduce disaster losses, we must carry out the construction of flood control works, while strengthening the construction of flood control non-engineering measures and the various types of water information system construction. As there is a great variety of existing hydraulic engineering information stored in different business units, this leads to the lag of information update time, different statistical standards, and different statistical standards. Now, to carry out the unified management and to enhance information sharing and the efficiency of hydraulic engineering activities in our province, it is important to build a water comprehensive information system. In this paper, we design this kind of system combining service-oriented architecture (Service Oriented Architecture, SOA) architecture, the WEBGIS, data mining, spatial database and others technologies.SOA service-oriented architecture is a component model; it can connect the different functions or services of various applications with well-defined interfaces and contracts. And the system designed normalized the format of various hydraulic spatial data, various business units feature data and documentation data in our province, also the large and medium reservoirs, Lakes Polder, medium and large power emission, large medium-sized irrigation, as well as hydrology, meteorology, flood control and drought departments are unified integrated. In our system, the basic geospatial information is mainly based on high-scale digital map of Hunan province, and the professional water layer is also re-drawed and overlaid. Then aiming at above data presented, we develop the province's water conservancy map query system, data statistics analysis system, mobile phone inquiries system and database maintenance functions such as updating system module. On the whole, this system provides efficient information services for collaborative work and project management, achieves the standardized management of the province's water data, and nimieties the province Hydraulic data exchange format. The water comprehensive information system of Hunan province provides a unified query interface and interfaces, and because of the use of SOA, the system response time and speed are improved, so our system is important to the better development and utilization of water information resources.
