Industrial And Comercial "E-Government" System

Computer network and database are important theory in pushing ahead "e-government", especially under the background that our country is building a healthy credit society vigorously. "E-Government" has important social and economical value in promoting our country's economy to develop in a healthy, stable and speedy manner. Ever since the Opening Up to the outside world, China's economy is keeping development on high speed, and is now up to be the number six economy and number four trader in the world. However, along with the further development of the market economy, Chinese enterprises are facing an awkard situation, that is the "lack of credit". As an administerial agency who has close ties with enterprises, Chengdu Industrial and Comercial Bureau is the first to solve this problem with the new technic "E-Government" in the western part of the country. In depth study of the application of network and database technic in the industrial and comercial "E-Government" system, and the management and the related data realtime query system are introduced in this article.In the management process of the whole project, software engineering project management, UML modeling and etc are used to develop the "E-Government" system. These include the life circle model, organization framework of the developer, duty assignment, target management and PRI, technics and CASE tools, and the detailed schedule, budge and resource distribution.When developing a particular module, the popular DOT NET developing platform is used and Coding is done with C#. Because of the advantage of DOT NET platform, we could easily realize the new functions brought by new generation software such as WEB SERVICE compare with other languages. In designing the database management system, ERWIN database design software is used for the designing of the E-R diagram, thus making the whole data managing process and the relations between data clear. It greatly shortened the developing process of the system. When structuring the function of the whole network, we adopted the B/S mode for outside client terminal, while inside the system itself we adopted the C/S mode to manage the background and the authority database, which could be opened to the user flexibly depending on various situation and this makes the system a perfect combination of security and flexibility.To overcome the shortcoming of the past government agencies' information management style in which informations are separated and cannot be shared, and to prevent repeated investment, the interface of this system's expansibility is fully considered. As soon as data from other agencies like financial, taxation, customs and commotidy inspection are determined; it could be loaded with existing interface conveniently without the modification of the program or interruption of the service.Finally, the Chengdu Enterprise Credit Management System is established. Test of online query, data transfer and sharing between agencies, online modification of related data, power failure and similar emergency resumption show that the system meets the requirement of the "Industrial and Comercial E-Government Information System" to serve 24 hours a day, 7 days a week.
