The website of government is an important platform to release information to thepublic and to provide convenient services. So it needs not only a site platform to releaseinformation, but also an e-government backstage-platform to provide data support. Soan efficient working platform operating among the various government departments andthe public could be established. It could enhance the transparency of the governmentadministration, improve the quality of government services, make it convenient for thepublic to participate in the government decision-making and accept public supervisionat the same time.This paper designed and developed an e-government platform for government useaccording to the overall goals of the district government building of informationnetworks based on the recent technology development.This design followed the principles, and took the openness, the progressivenessand the security into account. The B/S structure and JAVA were applied for the design,and the development followed the J2EE specification. The structure of the system couldbe divided into users’ presentation layer, business logic layer and data storage layer.To realize the three-tier structure, this paper firstly elaborated the implementationprocess of the presentation layer of user interface, and described the content andfunctions of the navigation charts, the pages and each column of the websites. Secondly,it realized the core functions of e-government system in the logic layer building process,including user license management, the conversion of the traditional and simplifiedversion, backstage management functions, the test retrieval system, the workflowsystems, the document management system and the parallel approval system. Theemphasis was laid on how to establish a collaborative platform between variousdepartments to realize the complex parallel approval process, including combinedaccepting, conveyed association, receiving and feedback, pre-approval, approval status,information searching, accepting and conveying, the feedback for approval and inquiries.And then, the Hibernate technology was applied for data access based on database. The database in data storage layer included basic information database and the policies andregulations database. Finally, this paper demonstrated the loading-balancing of theserver.In addition, the e-government system is closely related to the importantinformation on government resources. So the information security must be fullyconsidered. Technologies like log tracking standardized management, web tampersystem, disaster recovery and backup and electronic signature were put into use toprotect the information.
