A Design And Implementation Of A E-government System In Township Of Guozhangzi

The construction of E-government in town-ship local government is the prolongation and expandation of traditional E-government, and also one of the most important and basic contents in building a service-oriented modern government. And it’s also one of the works to enhance the information level in the expanse of rural area in China. As the basic administrative authority, the local government in GUOZHANGZI, where the ethnic minority Manchu congregates, takes the duty of protecting fundamental civil rights, consolidating national solidarity, maintaining social stability, and developing the harmonious situation, and so on, and so to be more urgent to meet the demand of constructing E-government system to improve the sevice and management capability. For the constrain by funds level, technical ability, quality of cadres and infrastructure conditions, the construction of primary E-government system needs a solution with simple and reliable technology, lower construction and management costs, facile and practicle functions.This thesis establishes a E-government system, based on relevant knowledge and techniques. And it makes a directional development to meet the internal processing needs of township local e-government affairs. First and in general, it describes the history of the township local e-government and its characteristics and main points in construction. Then from a macroscopic view, it describes the general arrangement and key modules of the system. And then, it makes an analysis and forecasts to the development of e-government. To meet the functional needs, the thesis uses a B/S framework, and makes a summary of the ASP.Net and someother techs. And the programing language is C#, who is efficient, manageable, quick, and clean to use, and also is the core of the Microsoft.Net. To use C# to develop a e-government platform, is considered to meet the needs of the construction of a township e-government system.The thesis takes GUOZHANGZI for example, makes a systematic analysis in the reality and application requirements of township E-government, that is lack of information platform. Focusing on questions that the E-government system could not meet the needs of requirements, and is lack of operability and timeliness, it designs and builds a web portal system, and especially researches the module of public services, which is in order to improve the convenience of online businesses of this system. The theories used in this thesis, could be commonly used in e-government constructions of most administrative levels, including cities, counties, towns, and all bureaus. And the web portal system it builds, is a full blown system with comprehensive functions.
