In recent years, both knowledge management and personnel resource development and management of university library have become big issues in our theory circle and the practice of library management. With knowledge management as the platform of study, then on the basis of referring to the joint of knowledge management and personnel resource management, using synthetically administration management science, organization behavior, public-policy science, library management and the new theory of modern personnel resource development and management, this paper analyses the present situation of personnel resource and the necessity of developing and managing it in university library systematically when considering the new change of management model, service way and content of university library in the new period of marketing economy and the era of knowledge economy, and e xplores and discusses s ome new t rains of thought and concrete measures on personnel resource development and management of university library tentatively.This paper is divided into four parts. The first part introduces the theory of knowledge management, and analyses some new characters and the necessity which it is introduced to university library. The second introduces the theory of modern personnel resource development and management, on the basis of finding the joint of knowledge management and personnel resource development and management, then analyses andproves the important influence which knowledge management gives personnel resource development and management of university library. The third analyses the present situation on it and the clause why it can be led to this situation, then discusses the necessity that university library carries out personnel resource development and management. The last brings forward founding the new theory of personnel resource development and management of university library on the basis of the theories of human-based management, flexible management and learning organization, and give some new idea and some systemic, scientific and innovative measures.
