With the great development of the Internet, there are more and more various kinds of services that can be provided, such as IP phone, Short Message , Internet Browser, World Wide Web, E-Mail, IP Video Meeting, Multimedia program and Data Application applied much closely to enterprise production. Because of these complicated services, how to assure these services to work in good order has become the main problem that every enterprise is concerned about very much and it is necessary to develop high-performance network management.What IP Network management do is to grasp the information of malfunction, performance, configure and circumstance entirely aiming at IP Network, analyze the state of services running totally and gather the data of network status as a whole and net-flow, flow-direction and load of network equipment in the local in the way of real time. According to these functions network management provides and referring to the statistic reports when optimizing or enlarging network, network manager can monitor and analyze the status of network, locate where network faults are and deal with the faults in time to achieve a high-performance network management finally.The performance management system that this dissertation mentions is put forward mainly aiming at IP network performance management and the topics includes:1. The structure and functions of the IP network management are described based on the requirement of the real-time performance management.2. The data of time delay on the basis of tools in the system is introduced and relevant network topology and net-flow analysis algorithm is described.3. The testing result of the whole system function and the simulating result of the algorithm are analyze.
