Research On The Legal Countermeasures Of Rural Human Settlement Environmental Governance In China

Since the reform and opening up, with the rapid development of China's rural economy, rural environmental issues are also increasingly prominent, seriously affect the construction of new socialist countryside, "the development of production, affluent life, civilization atmosphere, clean village and democratic management", restrict rural areas even in national economic, and also the coordinated development between society and environment. "Clean village" referring to the rural living environment is subjected to severe damage, therefore the improvement of rural living environment and the environmental protection in rural areas are the urgent requirement of new countryside construction, and also the demand of building a well-off society and harmonious society. On the basis of above theory and requirement, we urgently need the scientific and in-depth analysis for the current problems on rural living environment, and then try to design a feasible proposal covering legal, administrative, economic aspects of environmental improvement and protection of human settlements for the rural areas.The article based on current situation of rural living environment, investigates the realistic reason of rural environmental pollution issues, from a legal point of view raises feasible and stimulating recommendations to improve our living environment. The author first explains the inner meaning of rural living environment, and then clarifies the relationship between rural living environment and the construction of new countryside and harmonious society. Secondly, with the analysis on the living environment in rural areas, land resources, drinking water safety, solid waste pollution, the author reveals the environmental pollution hazards and causes. And then, from a legal point of view, the author deeply analyses the environmental laws and regulations, administrative and other department law, environmental policy and environmental management system, points out the deficiency of our rural environmental legal protection system, designs the strategy of China's rural environmental protection, proposes the legal and other measures to control environmental pollution and explores the road of rural ecological and environmental protection fit for Chinese practical situation.
