Study On The Current Situation And Countermeasures Of Multi Body Participation In Rural Residential Environment Management In S Town

Since the 21st century,with the rebirth and development of secondary and tertiary industries such as industry and service industry,the income of the Chinese people has gradually increased,followed by the improvement of everyone’s requirements for living standards and living environment.However,compared with cities,the development speed and living conditions of rural areas are far from the level of cities.From 2015 to 2020,China focused on the rural poor,launched the battle against poverty,and achieved great success.However,the overall quality of rural human settlements in China needs to be improved.There are still a series of problems,such as large regional development gap,imperfect infrastructure and equipment,and lack of relevant management and protection mechanisms.There is a big gap between this and the current agricultural and rural modernization and the pursuit of a better life and environmental quality by residents in rural areas.In the governance work,all parties should be guided to actively participate,and the government should not take everything alone.Therefore,doing a good job in the governance of rural human settlements,finding and solving the shortcomings in today’s work is one of the priorities of current rural work.S county of Mianyang City is a county with a large rural area and rural resident population among the counties under the jurisdiction of Mianyang City.Taking s county of Mianyang City as the research object,this paper uses the literature research method to read a lot of articles on human settlements and multi-agent participation in governance.It plans to use academic journals and papers related to theory,search these issues one by one on the Internet,sort out the reports related to human settlements on the website of s county government,visit and discuss the staff of s county government,village cadres and villagers by using the field survey method,and issue questionnaires to the villagers of S County,Understand the current situation and existing problems of rural human settlements in S County of Mianyang City,combined with the experience and cases of other regions,by studying the current situation of rural human settlements governance in S County under the collaborative governance of multiple subjects,analyze the problems existing in rural human settlements governance of s county government,as well as the reasons for the participation of village autonomous organizations,enterprises,farmers and other subjects in rural human settlements governance in s county and their willingness to participate,Combined with the collaborative governance theory,social responsibility theory and stakeholder theory,this paper proposes to establish and improve the incentive and accountability mechanism,build a new rural human settlements governance model of multi-agent collaborative governance led by the government,and strengthen the willingness and degree of participation of society,farmers and other subjects,so as to put forward new solutions for the rural human settlements governance in S County.
