| Rural revitalization is the repositioning of the current rural development and reform,and rural living environment governance is an important part of rural ecological revitalization,which plays a vital role in the improvement of the life quality of rural population.After The Three-year Improvement Initiative on Rural Living Environment was issued by the central,provincial and regional governments,Qingzhou,one of the model counties of the project,has set more detailed task objectives and adopted more efficient supervision and assessment measures to accomplish the construction of the beautiful countryside which is acknowledged as the lifeline of the Rural Revitalization.It has been taking the rural living environment improvement as the starting point as well as main focus and the scenic promotion as the goal,putting forward the goal of constructing“All-Area-Big-Garden” and adhering to the rural living environment improvement as the fundamental and people-supported project,which undoubtedly boosted the extraordinary renovation achievements.Taking Qingzhou city as an example,this paper was written on the basis of attentive collection and analysis of numerous literatures and thorough study of the current research results and theories both at home and abroad,which will lay a theoretical foundation for the later research.At the same time,it collected and summarized the data about rural living environment governance released and collected by the Chinese government in recent years,especially the relevant documents issued by the Qingzhou Municipal government and each town and district,to fully understand the implementation status of rural living environment governance locally.Through the interview method and questionnaire survey method,the problems in the current rural living environment management of Qingzhou city were comprehensively analyzed,including insufficient coordination of the implementation subjects at all levels,insufficient funds,unreasonable village planning,low utilization rate of infrastructure,and low participation of villagers.After profound analysis of the causes,the paper compared other advanced regional governance experience and finally put forward five countermeasures and suggestions,which are improving the rural living environment grassroots execution system and mechanism,strengthening the multiple subjects participation system,formulating scientific and sustainable village development plans,increasing investment and the efficiency of capital utilization and actively exploring the new regulation mode and governance technology.It is aimed at providing a feasible reference for Qingzhou to further implement the government functions and improve the rural living environment. |
