Research On Dynamic Resource Allocation Of Product R&D Projects

As a creative activity, product research and development (R&D) is now the major concern about business activities. Enterprise's resources, especially the R&D personnel who have the ability of creating, are essential for product R&D project to achieve its goals. Within the scope of certain time, resources are limited. And the result of resource-allocation would influence the progress and quality of R&D project directly.This study analyzed resource allocation activities in product R&D project with the guidance of project management theory. A detailed analysis has been undertaken on some issues existing in the process of resource allocation, such as resource constraints, overload and resource conflicts in multi-project, after the research on features of project resources and relationship between resources and the triple constraints of project management. It's found that the resource manager couldn't make a correct decision rely to the resource availability results from the indistinct and unilateral understanding of current resource distribution and development dynamics. And also it's the basic reason in effects to resource-allocation by the finite resources.According to the goals of resource allocation, a new solution on dynamic resource allocation in product R&D projects was given here based on the dynamic feature of project, which can be used in supplying resources to project tasks effectively. Focusing on allocation process visualization, resource availability,integrating resource allocation with project management construction, as well as the capacity of risk response for resource allocation, is the key point to this new solution. The new solution can solve the problem of influence to project process caused by resource-constrained for the following two reasons: first, considering the relationship between resource and project resource allocation activities on development; second, decision under the information of resource dynamic in project management. Allocating resources in time with effecting and conformity can ensure enough resources for R&D projects and speed up product R&D process.
