In recent years,with the transition of project management from a single project management stage to a multi-project management stage,more and more civil aviation airport construction enterprises are facing new management problems due to the increase in the number of contracted projects,the expansion of scale,regional expansion and other reasons,and the difficulty and complexity of enterprise project management has increased dramatically.In this multi-project management state,enterprises will face the rational allocation of human resources,equipment,materials,funds and other resources,technical strength and management level of production factors.In the multi-project environment,the resource allocation of enterprises projects has become the core problem that restricts the achievement of enterprises’ strategic objectives and the success or failure of project implementation.The competition of airport construction enterprises is not only price competition,but also the competition of enterprise management ability,and the competition of making full use of internal and external resources of enterprises and comprehensive project management and control ability.Based on the theory of multi-project management,this paper expounds the basicconcepts,characteristics and importance of multi-project management,and studies the types of multi-project resources and the theory of resource allocation,focusing on the theory of constraints.Next,combined with the actual situation of the current civil aviation airport project,this paper analyzed the resource types and status quo of X company multi-project management,as well as the existing problems,and combined with relevant theories,studied the process of resource allocation,influencing factors,constraints and allocation plans,on the basis of which several airport construction enterprises were put forward.The specific methods of project resource allocation plan are presented.The solutions to the organizational structure,information platform and project management system that affect the resource allocation of multi-project management are put forward.The value of process-oriented organizational structure,project office and information platform for optimizing multi-project resource allocation is expounded.On the basis of analyzing and comparing the advantages and disadvantages of several commonly used resource allocation methods under resource constraints,the key chain method based on constraint factor theory is proposed as the resource allocation optimization method of X company under project environment.On the basis of theoretical research and case study,the feasibility of the proposed multi-project resource allocation optimization method based on the critical chain method is illustrated.This method has certain value in improving the multi-project resource allocation of X company.The effectiveness and practicability of this method are illustrated by comparing the application results of multi-project management resource allocation critical chain method with traditional critical path method.Based on this,this paper considers that the critical chain method is a very suitable method for the optimal allocation of resources in X company multi-proj ect management.
