Traffic accident has always been a severe issue in China and it could cause traffic disorder, decrease of driving speed, traffic jam, increase of delay, even injures, fatalities, property loss, and the worst, wholly paralysis of urban traffic function, thus it cannot be denied that traffic accident has intensively threatened the normal life of human beings. As a result, the research on traffic accident influence scope and the maneuver of accident handling departments gives great importance to quick survey, disposal as well as traffic flow guiding for traffic accident, in order to enhance disposal efficiency and the degree of road security.The research bases on a scientific program of Jiangsu Province named Research and Demonstration of Intelligent-Traffic-Management Technology for Alleviating Traffic Jam in Major and Medium Cities, and makes special studies on the key technologies of emergency system during traffic accident. Through the key studies including the technology of crash inspection and character judgment, the ascertainment of crash influential scope, the disposal of crashes and maneuver of accident handling departments, and with the combination of modern intelligent-traffic-management technology as well as Geographic Information System, this paper provides theoretical and technological support for traffic-accident-emergency system.As a threshold matter, on the basis of an introduction including the definition of traffic accident, the crash phenomena, and characteristics, also according to the location of cashes and degree of severity, the paper studies the classification of traffic accident, which settles a foundation for the following. Secondly, the paper studies the procedure of accident detection by the technology of motorcade reporting as well as the means of rapidly transmitting accident information to traffic control center through locating the spot in time by Global Position System (GPS). Thirdly, by applying the theory of Traffic-Wave, the paper establishes arithmetic on crash-influence-scope, thereby computing the temporal and spatial impact on road network, so that crash-influence-scope-module has been exploited, besides, an instance could be analyzed and used to test the utility of the established arithmetic. Finally, with the research of optimizing several accident management sub-systems, which consists of network zoning, maneuvering responding departments, choosing rescue routes, disposing spots, etc., the paper shows the whole process of optimizing maneuvering accident handling departments.
