| The Safety of road traffic has been a global critical society problem.In China,this issue is especially extrusive and there have too many traffic anccidents, whichnot only produce large numbers of casualties and enormous loss but also bringgreat scare to people. Whether if traffic accident can be disposed rapidly andrightly not only influences national economy development,but also is closely boundup society equitableness and stabilization. For some aspects such as too many ofaccidents, short of disposing resources and behindhand disposing technologies, thedisposing task for traffic accident can't satisfy fast developing social economymore and more. In order to resolve the antinomy, it must be improved for accidentdisposing. It depends on not only more manpower and financial invest but also onimproving of technologies for traffic accident disposing.This dissertation relied on the study task financed by national science fundnamed key theory and simulation technique of city road traffic management andcontrol, which include a partial item named technologies for rapidly disposingtraffic accident, it also was supported by task of Heilongjiang province highwaysafety evaluating. The paper thoroughly researched several key technologies ontraffic accident disposing based on plenty former research on traffic safetyespecially analysis and disposing for traffic accident in our group, also based on agreat deal of experience of traffic accident disposing practice, and used forreference latest research results from the in-country and the foreign in this studyfield. The main contents and researching gains can be concluded with five parts asbelow:(1) The paper firstly studied the new procedure and the gist for traffic accidentdisposing under the law of road traffic safety, and thoroughly researchedclassifying method for traffic accident. These are precondition for traffic accidentsdisposing and it's studying. The limitation of former classifying method and thenew method for statistics of accident was analyzed. In order to improve abovemethod, the fuzzy grading theory and method were brought forward, and itsadvantages and disadvantages were analyzed with real example. According toresearches of evaluating method for traffic accident, the orientation of classifyingaccident was discussed.(2) The paper then researched disposing technologies in the traffic accidentscene. It is main work in the whole disposing work, and the technologies are veryimportant to improve accidents disposing work. It analyzed technologies for settingsection used for protection and relieving the injured in the traffic accident scene.Technologies for investigating and inquiring to participators and witnesses in thescene were discussed. Under general analysis on theory and method ofphoto-measurement, two methods for camera calibrating were brought forward asthis is a key issue on photo-measurement aspect. They are extent Tsai calibratingmethod and linear calibrating method taken line as calibrating cell. At the end oftheir analysis, the methods were validated. There is an important technology duringdisposing in the accident scene called as marks verifying which is advancedmethod for disposing complex accidents. Marks verifying technology involved inmany matters and methods. Here a method of judging escaping vehicle whichmight result in accident by identifying tyre width used with marks at the accidentscene.(3) In this chapter, the paper studied human trauma in the traffic accident.Generally, there is human trauma when traffic accidents happened. The purpose ofidentifying trauma not only is satisfied damage amends but also is taken asreference for accident analysis and cognizance. The author made great efforts fortrying out biomechanics mechanism of trauma and relation between traumacharacteristic and traffic accident in order to bring forward a technology foranalysis and disposing by human trauma, which can be integrated with othertechnology as a reference for analysis and disposing aacident. Used for referencelatest research results from the in-country and the foreign in this study field, heresetup biomechanics model of human trauma, and studied factors resulted inaccident trauma and their producing manner. A thinking method for calculatingtraffic accident state parameters used trauma severity extents were discussed in thepaper. It still researched that how to identify trauma severity level and nature andration relation between trauma and accident vehicle parameter. Traffic accidenttrauma is a complex issue involved in many subjects. Limiting to studyingcondition, the study on accident trauma is preparatory.(4) In the paper, examining damage of accident vehicles and their capabilityappraisal had been studied. These studies have high value to accident disposingbecause of heavy relation between vehicles and accidents. In this chapter, the paperstudied main contents and characteristic of examining and appraisal for accidentvehicle. The vehicle essential attribution contains some items that need to be designdetailed. Here used items type coding technology. By coding items and vehicle'sregion picture, the method examining for vehicle's damage was researched. TheBICC coding system for vehicle's basic attribution and picture combining vehicle'damage code and positions were designed. At the end of this chapter, a kind ofmeasurement of vehicle's distortion considering bidirectional distortions wasintroduced.(5) In the last chapter, it introduced concept of in advance treatment for trafficaccident. The judging methods and forecasting methods for traffic accident wereanalyzed. The paper put forward the chaos forecasting method for traffic conflict.By consulting the latest research results on GIS-T technology from the in-countryand the foreign it discussed technologies in advance disposing accident and rapidreaction to accident. These technologies can greatly advance managementdepartments capability to answer sudden traffic accident, and saved salvaging timeand reduced loss of human and property.From all above, we can conclude the main innovations in the issue: firstly putforward fuzzy grading method for traffic accident, putting forward a new cameracalibrating method based on line cell, putting forward a new method for judgingtype of escaping vehicle with tyre mark width, firstly thoroughly studied humantrauma in traffic accident, advanced BICC coding system used for vehicleschecking, firstly brought forward chaotic forecast method on traffic conflict whiledisposing in advance. The Studies have a high value to disposing practice of trafficaccident. |
