Changde City Road Traffic Accident Analysis And Management Strategies Research

Accidents bring tremendous loss of life and property to people of all countries in the world every year. With the rapid development of Chinese economy, improvement of people's living standards, rapid development of urban construction and rapid increase in urban vehicle population, Chinese urban transport problems have become increasingly significant and it has become a major hardship which restricts Chinese social economic development. Changde as a locally administratered level of hunan, the road traffic safety situation is not optimistic. It is of great significance to analyse its urban roads traffic safety, tap accident causes of the potential and deep-seated, put forward existing problems and management strategies for improving the traffic condition of Changde.Through the collection and access to relevant literature, the road traffic safety of Changde is analysed based on the research of road traffic safety situation and management situation at home and abroad. The main research contents and results in this paper are as follows:(l)Related factors of road traffic accidents are divided into two levels, including social environment system (macro) and road transport systems (micro). Affecting weight of various factors to traffic safety is determined by using Analytical Hierarchy Process from micro level. It shows that the driver technology, the vehicle's safety performance and design, the ability of pilot to judge traffic environment, road alignment and planning, and human physiology and mental health have important impact on road traffic safety. They shouldt be treated importantly in the traffic safety governance work.(2)It summarizes the current domestic common road traffic accidents data investigation methods, including two methods:namely photoing primitive accident treatment records or files and obtaining accident ledger records. The problem existed in the process of traffic accident data collection is also pointed out.(3)By studying road traffic accidents statistical data of Changde in 2009 in this paper, the accident characteristics are summarized, and some rules of Changde traffic accident are revealed, including the time, space, accident driver's age and driving ages, traffic ways, accident objects and accident modality.(4)Quality control and identify index method are used to identify traffic black-spots from the network level and project level and 12 major black-spot sections are identified.(5)With the actual situation in Changde, road traffic accidents of Changde in the future years is forecasted by establishing the gray accident apredicting model. The predictive results have higher reliability by accuracy inspection. The major road traffic problems existed in Changde are proposed and traffic accident prevention countermeasures are given respectively from several aspects such as the people, vehicles, road, environment and management.
