Road traffic accident occupies the primacy of three road traffic disasters and brings serious consequences to human society and life. On one hand, the occurrence of traffic accident can not only hurt the victims'mind and body, but also bring victims'families many problems. On the other hand, it can cause traffic congestion even holdup for space, and can increase wheeling delay. One effective method for reducing these negative impacts is to deal with traffic accident rapidly and orderly, i.e. traffic accident emergency assistance. The research on traffic accident emergency assistance system involves the research on distinguishing traffic accident, rescue resource scheduling and traffic accident treatment and so on. This paper relies on"Research and Demonstration of Intelligent Management Technology to Relieve Snarl-up in Large and Medium Cities"which is a technological project of Jiangsu province. Based on the research into distinguishing traffic accident and rescue resource scheduling, the paper emphatically studies the methods and technology of traffic accident treatment in urban street traffic accident emergency assistance system. It includes the research on traffic control and appeasement in traffic accident treatment, traffic accident onsite rapid processing and traffic accident data management.Firstly, the paper lists the definition, classification, causes and concrete formations of traffic accident and the definition and content of emergency assistance system. It also simply illustrates the work flow of traffic accident emergency assistance system.Secondly, in the research into traffic control and appeasement in traffic accident treatment, the paper makes use of the static shortest path algorithm to solve the problem that which one in homogeneous relief agencies is chosen to receive traffic accident information, and gives the requirement in the content and carriers for sending traffic accident information to the public. Then it presents three kinds of methods to control and appease traffic flow: police control, signal control and induce control. For police control, it presents two kinds of methods: re-dividing the street and traffic blockage. The paper gives the conditions of use for the two and the way to determine the block range for the latter. For signal control, the paper takes two-phase and four-phase signalized crossings for example, and makes use of the discrete delay model to generate general signal control method for traffic accident, and presents the two-phase signal control algorism. For induce control, it respectively uses static and dynamic shortest path algorithms to solve the relief vehicles'and the other vehicle'route problem.Thirdly, in the research into traffic accident onsite rapid processing, it respectively gives methods of accident onsite rapid processing for three kinds of traffic accident which are revised by varying disposability. Especially, for the accident which can handled by general program, the paper presents the main tasks of every kind of relief agencies on the accident spot and the main points to achieve rapid processing.Fourthly, in the research into traffic accident data management, the paper lists the advantages of saving accident data in computer, and presents the field arrangement in traffic accident database and the establishment of table relationship. Then it evaluates these database fields their possibility and necessity. At the end, this paper gives several prospects for future research in this area.
