With the progress of new think tanks construction and the "Double First-Class" construction,Providing think-tank service based on its own resources to meet the decision-making and consultation needs of users has become an important way for university library to improve resource utilization efficiency,realize service upgrading and display the service value.Beginning with the initial book preservation,the university library service went through the lending service,the service of document delivery,information service and knowledge service,striding forward to a deep-seated decision-making support service,gradually transformed from providing basic literature services to deepening knowledge services.With the massive growth of information and the widespread phenomenon of knowledge lost,all walks of life are facing more and more demand for decision-making consultation.In recent years,various types of think tanks in China have developed rapidly,but they are far from meeting the needs of decision-making consultation generated by the rapid development of society.In this context,the think-tank service of university library has attracted the attention of all sectors of society.This paper focuses on the construction of the think-tank service system of university Library and how to evaluate the service capability of university library.Based on the theories of evidence-based Librarianship and capability maturity model,and combining with the actual work of university library,this paper makes a study to provide theoretical guidance and practical reference for the development of University library`s think-tank service.This paper analyses the mechanism of think-tank service in university library,then analyses the elements of think-tank service system in university library from the theory of evidence-based Librarianship,constructs the think-tank service system of university library,and analyses the operation mode and mechanism of service.Then,based on the above research results,from the perspective of information ecology,this paper introduces the net income factor to analyze the influencing factors of university library's think-tank service capability,and constructs the evaluation system of university library's think-tank service capability based on the capability maturity model.The main work and conclusions of this paper are as follows.Firstly,the mechanism of university library`s think-tank service is analyzed.This paper analyses the demand,service process,service components and service forming motive force of think-tank service in university library,and then it constructs the life cycle model of think-tank service in university library from the perspective of macro industry perspective and micro individual perspective,based on the life cycle theory,and then,the corresponding relationship with different stages of life cycle is described and analyzed combined with the theory of capability maturity,this study lays a theoretical foundation for the following chapters.Secondly,from the perspective of combining theory with practice,this paper studies the elements of think-tank service system in university library,avoids the problem of disconnection between theoretical and practical research in the field of library service,and has more practical value and theoretical guiding significance for the analysis of the elements of think-tank service system in university library.Firstly,proceeding from the theory of evidence-based Librarianship,this paper designs the research process,uses the method of literature analysis to analyze the elements framework of the hierarchical structure of the think-tank service system of university library from the theoretical level,and then,it uses the grounded theoretical research method to analyze the elements of the think-tank service system of university library from the practical level,and constructs the relationship model of elements at the practical level.The research results reveal the cognitive differences between think-tank servicers and users of university library,and use the resource-based theory and decision-making process theory to discuss and analyze the relevant results,which provides a reference for the development of think-tank service in university library.Thirdly,based on the analysis of the elements of the think-tank service system in university library,this paper constructs the model of the think-tank service system of university library,and then analyses the three operation modes of the think-tank service of university library: the dominant mode,the cooperative mode and the assistant participatory mode.Then,it divides the internal and external operation mechanisms,such as the objective incentive mechanism and the value-added mechanism.Through analysis,the general model of the operation mechanism of the think-tank service system in university library is obtained.This chapter is a link between the preceding and the following chapters.It is not only the sublimation of the previous chapters,but also an important basis for the subsequent chapters.Fourthly,based on the above research results,combined with the success model of information system,It constructs the conceptual model of influencing factors of university library think-tank service capability,puts forward research hypothesis,collects data and verifies it with structural equation model,and then it discusses and analyses the empirical research results from the level of university library think-tank service capability and various influencing factors for the follow-up.This chapter provides a basis for the analysis of the strategy of promoting think-tank service in university library.Fifthly,based on the theory of capability maturity model.,this paper analyses the overall framework,level description,key process and key practice of the capability maturity model.of university library think-tank service,and then constructs the evaluation system of university library think-tank service capability based on the capability maturity model.The reliability and applicability of the evaluation system are proved by the empirical study of 50 university libraries using expert evaluation and BP neural network method.The research results of this chapter provide a reference for university libraries to systematically and objectively evaluate the stage of their think-tank service capability and to achieve targeted improvement and optimization.It provides a basis for the following chapters to analyze the strategy of promoting university library think-tank service.Sixthly,on the basis of the above research results,the mechanism and service system of university library think-tank service,and the influencing factors of think-tank service capability and based on the research results of university library think-tank service capacity evaluation,combined with the practice of university library think-tank service,it suggests that we should pay attention to the construction of service environment,take the construction of "resource-service-demand layer" as the core and promote the service capability perception,this paper analyses the strategy of promoting university library think-tank service from three aspects above.This paper applies evidence-based Librarianship theory,grounded theory,capability maturity theory to the field of university library think-tank service,It deepens the application field of theory.provides a new perspective for the theoretical research of university library think-tank service.At the practical level,it pays attention to the combination of theory and practice,the research results are more practical and pertinent,which enhances the practical value and practical significance of the research,it also provides reference for university library to carry out think-tank service and enhance the capability of think-tank service.
