University libraries have many advantages such as abundant literature resources,professional concentration,high degree of automation,advanced service tools,and business level,but the service targets are single and relatively fixed,and resources are idle.The public urgently demanded that the university's library's extra-library information resources be used for the relatively lacking public resources of literature and information resources,meet the needs of various public information resources of the public,and guarantee the rights of society to equality and free use of information.Libraries of universities should open the door to serve the society,promote the improvement of the scientific and cultural quality of the social public,and promote the development of social,economic and cultural development,so as to build a learning-oriented society where people can learn and engage in lifelong learning.This article takes the innovation service of university libraries based on the idea of think tanks as the research object,takes the theory of think tanks,university libraries and innovative services as the research foundation,and uses the literature survey method,network survey method,case analysis method,comparative analysis method and experience summary.Law et al.Investigated the status quo of the service development of university libraries based on the concept of think tanks at home and abroad,summarised the challenges and existing problems in the service of university libraries based on the idea of think tanks,and analyzed the construction and strategy of service systems based on the concept of think tanks put forward.Foreign libraries based on the concept of think tanks and researching relevant literature on library services,with the help of citespace and the use of literature analysis methods,a brief review of the research status at home and abroad is made.Then,the relevant concepts of think tanks and university library services are introduced to relevant concepts,connotations and characteristics of think tanks,think tanks in universities,and think tanks in university libraries,as well as related concepts and characteristic dynamics of innovative service in university libraries.The theoretical basis of the research is introduced.This paper analyzes the needs of innovation services in university libraries based on the concept of think tanks:It is oriented towards the needs of colleges and universities' scientific research teams,university management,business-oriented,and government-oriented needs.On this basis,the necessity of service innovation in university libraries based on the concept of think tanks is further elaborated.The advantages of innovative service in university libraries based on the concept of think tanks are discussed,and the existing challenges and problems are analyzed.An empirical analysis of the service development of university libraries based on the concept of think tanks at home and abroad,through the investigation of the Hoover Institute of Stanford University and the Institute of Science and Technology Information of Jiangsu University Library,comparative analysis of their
