| In recent years,as a decision-making advisory body,think tanks have been highly valued by government agencies and decision makers.The promulgation and implementation of a series of relevant policies and regulations have pointed out the road and direction for the construction and development of think tanks.However,the lack of multi-source data,smart technical tools and professional personnel support to a certain extent restricts the rapid development of think tanks.It is urgent for library and information institutions(hereinafter referred to as map agencies)to provide smart data services to meet the needs of think tanks.At present,the era of big data continues to promote a major change in the service mode of information agencies,which is pushing them to transform from traditional information service to smart data services.Therefore,what kind of smart data services mode should be adopted by the intelligence agencies to meet the needs of think tanks,and how to improve the intelligence data service level and ability have become an important issue that the intelligence agencies need to study.Based on data management theory,user scenario theory and qualitative research theory,this paper discusses the smart data services elements,service modes,mode realization and service ability evaluation system for think tank requirements.First of all,the wisdom of the think-tank,the data were analyzed and built the service demand and its model,combined with the actual case to adapt to the needs of the think-tank,the wisdom of the data service elements and characteristics were analyzed,and then puts forward the think-tank demand oriented data service mode,two kinds of wisdom in detail elaborated the two data service mode the realization path of wisdom.In addition,an smart data services ability evaluation system is constructed to meet the needs of think tanks.Finally,corresponding countermeasures and suggestions are given for the constructed service mode and service ability evaluation system.The main research contents of this paper include the following six aspects:(1)Demand analysis of smart data services of think tanks in China.This paper mainly analyzes the current situation and problems of data management of think tanks,the demand of smart data services and the driving factor of the demand through the hybrid research method.Two main demands of think tank are defined:multi-source data service demand(including multi-source data collection and processing,etc.),environmental service demand for innovation and development(including functions and services of map agencies,technical tools and talents,etc.).The changes of data requirements,application environment and application process of think tanks put forward higher expectations and requirements for smart data services of think tanks.This chapter lays a demand foundation and research framework for the analysis and proposal of smart data services elements,service modes,mode realization and service capability evaluation system oriented to the needs of think tanks in the future.(2)Smart data services elements and characteristics oriented to think tank requirements.Based on the needs of think tanks,this paper analyzes the key elements and characteristics of smart data services oriented to the needs of think tanks through literature research,case analysis and reference to relevant practical experience of smart data services,and expounds the positioning and role of each element in smart data services.Five key elements are defined,namely,picture organization,smart data,smart technology method,smart platform,and service environment,and three characteristics,including scenario-oriented service,smart technology,and multi-source data.Based on the theory of ecosystem and its related development,this paper constructs a model to analyze the energy flow and relationship among service subject,object and environment.Finally,taking the library of Nanjing Normal University as an example,this paper analyzes the smart data services process and its service elements and characteristics oriented to the needs of think tanks,verifies the key elements defined above,and lays a foundation for the following research.(3)Smart data services mode oriented to the needs of think tanks.Based on the needs of think tanks,two service modes facing the needs of think tanks are proposed in combination with the mode construction method:Firstly,the personalized recommendation mode mainly discusses the integration of resources and services such as multi-source data,expert wisdom,smart technology and accurate identification of user needs through perception of think tank needs.Finally,the smart data services platform and new media technology can realize scene,precision and personalized push.Second,the embedded service model mainly discusses the integration of smart data services with the data collection,comprehensive processing,achievement dissemination and promotion of the think tank,and the precise positioning of the needs of the think tank through the integration of smart data services with the think tank's data collection,comprehensive processing,and achievement dissemination.Provide multi-source data collection,integration processing,talent support and influence shaping and other targeted services.(4)Implementation of smart data services mode for think tank requirements.According to the smart data services requirements of think tanks and the specific content and process of the smart data services mode of the intelligence agencies,the realization of smart data services mode oriented to the needs of think tanks mainly includes the following six aspects:Construct smart data services platform based on Data Commons;Think tank characteristic identification and demand determination;Multi-source data fusion;smart technology and tool integration and collaborative governance;Multi-source data analysis and application based on expert system;Scenario recommendation based on vector space model,In this way,the smart data services mode oriented to the demand of think tank is realized,which reflects the new path and new thought of the smart data services.(5)Smart data services capability evaluation system oriented to the needs of think tanks.Based on the requirements of think tanks,the process of smart data services and the content of smart data services,the evaluation system of smart data services ability is preliminarily constructed,which includes three dimensions:multi-source data,smart technology and tools,and smart data services personnel.Then the expert survey method,grey system theory and analytic hierarchy process are used to complete the index optimization and weighting,so as to verify the rationality,validity and feasibility of the index,and finally determine the smart data services ability evaluation system.Then,the library of Tianjin Academy of Social Sciences is taken as a case study to demonstrate the effectiveness,scientificity and applicability of each index in the service ability evaluation system,and finally provide appropriate reference for the information agencies to improve the intelligence data service ability.(6)Smart data services guarantee strategy for think tank needs.Based on the evaluation of smart data services elements,service modes and service capabilities,the guarantee strategies are formulated to consider the key elements of smart data services,optimize the process of smart data services,and improve the evaluation system of smart data services capabilities.smart data services guarantee strategy has obvious layered characteristics,covering policy guarantee,data guarantee,technology guarantee and talent guarantee.Among them,policy guarantee covers the establishment and improvement of relevant laws and regulations;Data guarantee includes the improvement of multi-source data construction,security and open guarantee mechanism,etc.Technical support covers complete smart data management technology,methods and toolset system construction,etc.Talent guarantee covers the construction of talent team for smart data services.By constructing a smart data services model oriented to the needs of think tanks,it is possible to optimize the activity process of think tanks,improve the research capabilities of think tanks,the quality of decision support services and the driving force for sustainable development,and to ensure the quality and le vel of smart data services oriented to the needs of think tanks.In the era of bi g data,the smart data services research system of library and information institu tions provides theoretical inspiration and reference,expands the theory and appli cation of smart data services,and promotes the sustainable development of smar t data services.In addition,by establishing a smart data services capability evalu ation system oriented to the needs of think tanks,it is possible to evaluate the smart data services capabilities of graphic and information agencies,help them u nderstand their strengths and weaknesses more clearly,optimize services processe s based on the evaluation system,and better serve think tanks.At the same time,it provides a reference for the realization path of smart data services demanded by think tanks in the era of big data recognition by the library and informati on agency system.Then effectively guide the graphic information agency to loo k at the smart data services work facing the needs of think tanks from the pro cess perspective of perceiving the needs of think tanks,building services models,and then evaluating services capabilities. |
