Research On The Construction Of "Double First-class" University Library Think Tank

[Purpose/Significance]The proposal of the construction strategy of "double first-class" puts forward higher requirements for the discipline teaching,scientific research innovation and the utilization of achievements in colleges and universities.The policy of constructing university think tank is put forward in the national new think tank strategy.The strategic objectives of "double first-class" university construction and new university think tank construction have brought new opportunities for the development of university libraries.The wide application of big data,Internet and block chain technology provides technical support for the transformation of university library functions.By studying the relationship between libraries and think tanks,this paper clarifies the positioning and functions of university libraries in the construction of university think tanks,promotes the transformation of university libraries' functions,and promotes the construction and development of university think tanks.[Method/Process]Adopts the method of literature survey to study the theories related to libraries and think tanks,analyzes the organic connection between libraries and think tanks,and studies the positioning and functions of university libraries in the construction of new university think tanks.Case analysis is adopted to analyze the library transformation think tank cases:library of congress,hoover institution,national library,Shanghai library.This paper analyzes the construction content and direction of library in the process of transformation and development,and provides Suggestions for the construction of think tank function of university library.By using the network survey method and statistical analysis method,the author visited the official website of "double first-class" university libraries in China,investigated the provision and development of think tank service in university libraries,analyzed the foundation and feasibility of the construction of think tank function in university libraries,and provided Suggestions for the construction of think tank function in different university libraries.[Results/Conclusion]There are similarities between libraries and think tanks in terms of resource construction and analysis services.In view of the inherent relationship between libraries and think tanks,libraries should actively participate in the process of think tank construction,give play to library advantages and enhance library functions.University library in university,a think-tank,construction process,can give full play to the resource construction and knowledge service function,and as a communication between the university and society window,coordination and overall planning institute of interdisciplinary research personnel,to provide decision-making consultation products,promote the transformation of scientific research findings at colleges and universities,for the development of social culture,science and technology to provide more decision-making advice.University libraries can build a think tank platform to provide various resource services,knowledge services and decision-making consultation for the government,university teachers,students,researchers and enterprises.According to the investigation and analysis results of "double first-class" universities,the university libraries in China have a certain foundation for the construction of think tank functions,but the construction tasks and objectives should be determined according to the needs and capabilities of each institution,and the cooperation and resource sharing between domestic and foreign universities should be strengthened.Finally,from the policy,personnel,funds,hardware equipment and information security,publicity to provide system guarantee.
